Lanny D Welch along with Marietta Parker commit fraud against The Kansas department of Justice. In a 22 page opinion written by a Federal judge, the court informs the prosecutors Marietta Parker and Lanny D Welch that the continued litigation of charges against Guy and Carrie Neighbors is Illegal due to multiple Civil rights violations

In this opinion the federal judge outlines the case, then he exposes the attempts by the federal prosecutors to violate multiple civil rights held by the defendants Guy and Carrie Neighbors. The Judge then writes that any attempt to re prosecute Guy and Carrie Neighbors on the same charges which were previously dropped (due to a speedy trial Act (6th Amendment) violation committed by the prosecutor) would be inadmissible in court. The judge goes on to say there can be no Jury trial in a case with Civil rights violations.


Why would federal prosecutors Go against a judges Order and recharge Guy and Carrie Neighbors after the court has already observed and made a note that Guy and Carrie have had their Speedy trial Act Violated against them ?

Could it be due to the fact Guy Neighbors is a black man? Because currently he is in prison because the federal prosecutor lied to a federal judge and told him that Guy was a threat to the community when he filed a complaint against her at the department of justice for prosecutor misconduct.

Whats more interesting is how she(the prosecutor) had no prof that he(guy neighbors) has committed any violent acts against anyone. Guy Neighbors didn't even have as much as a parking ticket on his record in the last 27 years.

Here are images of an innocent man who is currently incarcerated in kansas because of emails he sent to the FBI & DOJ (department of justice) in which he complains about a federal prosecutor committing crimes against him. Guy Neighbors is trying to stand up against corruption in the Kansas Department of justice and it is no easy task.

Here is a link to the Ruling in his previous case in which the Federal charges were dismissed by a federal judge. Shortly after the ruling an investigation ensued into the Lawrence police department's possible corruption. Shortly after the investigation into the Lawrence police department started the same federal prosecutor re-indited Guy and Carrie Neighbors on the same charges they were dismissed from a week earlier. This halted the lawrence police department corruption investigation as they could now claim that the investigators where interfering with an ongoing court case and criminal investigation into "the largest fencing operation in Kansas history"- SGT. Guy and Carrie Neighbors defense counsel have filed 3-4 motions over the past 5 years to get discovery on what possible evidence the Gov't prosecutor has against the owners of the yellow house store. This is all after the federal charges were dismissed by a federal judge 3 years ago. Each time this request is made the prosecutor's answer is there is too much evidence to show....... yet there still has been no trial and the biggest issue in this case was not crimes committed but Guy Neighbors and his blogging and complaining of no oversight of the LPD and the federal prosecutor and his publicly claiming of innocents. Guy Neighbors is Currently in Prison after the prosecutor Marietta Parker tried 7 times to revoke Guy's Bond and the Reason was because of his blogging and complaining. On the 8th time She claimed he was a danger to the community even though he was not charged with a violent crime. I wonder how this Kansas man could go from a foster parent(over the last 7 years) to a danger to the community ?

Here is another motion filed by the Defense, in this motion the defense asks for just the facts to be brought up at trial. They also ask that only the items that can be proven stolen be admissible in court this is huge because the Lawrence police Dept. claimed that Everything Seized was stolen when it was in fact not stolen but to get the case up to a federal level they had to fabricate the amount of 550,000 worth of stolen goods to have the case herd in federal court. The actual amount was $1,300.00 of items that the police staged as being stolen which is all located in their report. There were no actual items that were considered legitimately stolen items. So this entire case is based on the 1,300.00 dollars worth of merchandise the Police had a SI bring into the store and even that stuff was claimed to be not stolen by the si.....

Police had the owners of the yellow house KICKED off E-Bay, Ebay was told the owners of the Yellow House were operating the largest Fencing operation ever in the history of Lawrence, with NO proof, and No CHARGES.

Now 15- Months later still No Proof of fencing and NO Fencing charges, Hell the cops can"t even prove any of the thousands of dollars of inventory seized was stolen.

Now we have 2-Laptop Computers missing yep Officer Bialek could not fine them in the evidence room in June of last year when a small amount of our stuff was returned. Where do you think the laptop went.

Officer Jay Bialek in front of the city attorney and our attorney and several other officers said that he would return the laptop computers two us in two weeks, that was 30-months ago.

Could the other officers that were helping Bialek give us back some of our stuff also be involved in the missing evidence.

Why did the City Attorney do nothing about the missing evidence ?
Letters from public officials and people in power stating they can do nothing in the form of over sight

Then on the 19th of Oct. Officer Bialek and Officer Mickey Rantz (aka Michael Ramsey) returned a 350.00 item to the Yellow house in a effort to question the owner with out their attorney present, and stated the reason they could return the item was because the item had not been logged in as EVIDENCE. WOW is this BREAKING THE LAW????

Could these dirty officers add Evidence from where ever this item had been stored for 9 months to the Yellow House evidence to make the store owners look GUILTY?
